As is the case with most sports- and other events, the volunteers are the power behind it. You can still volunteer for the Olympic Games and Paralympics in Tokyo. Registrations are open until the 7th of February.
You can register through this website. There are, however, some requirements:
You need to have some equestrian experience, be commited to hard work and have team spirit.
If you volunteer for the Olympic Games, you need to be available from the 13th of July until the 12th of August. For the Paralympics, it's between the 16th of August and the 3rd of September.
