Apparently a lot of recreational riders who are temporarily unemployed, saw this as the ideal opportunity to go to the stable and hanging around all day. Resulting in a lot for riders being present at private stables and riding schools. The German government noticed this and announced a driving ban. Horseback riding in prohibited in the German region Pinneberg and in Hamburg. Horses still can come out of the stables but only by walking on hand or by lunging. 

In Austria riding is generally prohibited in private stables and riding schools. Only horses that are stabled at the owners place, can be ridden but they can not leave the property.
