The FEI will launch Key Event Requirements (KER) on January 1, 2024. The KER counts for all FEI events and consists of fourteen requirements addressing areas such as biosecurity, stabling, and security. Developed in response to concerns about inconsistent standards, the FEI conducted consultations with Technical Committees, national federations, and stakeholders. The majority of events offer good service, but the KER aims for consistent compliance with FEI rules.
At each event, FEI officials will monitor compliance with Key Event Requirements (KER) and assess it in the post-event phase. The Veterinary Delegate reports on nine KERs, one is reported by both the Veterinary Delegate and Chief Steward, and four are reported by Technical Delegates and Foreign Judges. If all KERs are fulfilled, the event continues; otherwise, the FEI conducts an investigation.
The organizing committee receives formal communication regarding unmet KER(s) and submits a resolution plan. Upon FEI approval, the event proceeds, and the host NF is notified. If the same KER(s) remains unmet in the subsequent event, it is temporarily suspended until the issue is resolved to be included in the FEI calendar.
All fourteen requirements are: Event biosecurity, veterinary servies & facilities, stable cleanliness and disinfection, stable security and access control, stable size, stable ventilation, drinking water for horses in stables, fire precautions & safety procedures in stables, stable area circulation, horse inspection, medical services, field of play, adequate availability to training/schooling and footing.
