"Of course you cannot express horse welfare in numbers, but as an organizer it is obvious this rule is not reaching the goal. Many riders and grooms do not actually take temperatures... and there's a lack of a control organism." Prof. dr. Frank Gastuys replied that a mandatory vaccination is the only preventive solution ... the FEI remained on the background, but also took a point that mandatory vaccination won't be applied in the near future.
